Actually, from the title and pic itself I'm thinking you might have gotten it from Ouran High School Host Club. Of course I either forgot about Kyou koi wo hajimemasu or never read it. Naruko strikes me more as a Haruhi from Ouran overall. It's a pretty good pic.
